What Punishment for Webcam Spying is Appropriate?

If webcams can be utilized to visually track, for example school equipment, then there is a good purpose, but when they are used to view students at a daily school day, it is not being used in a good way.  Viewing people without their permission is a crime.  Technology has brought us to a point in which visuals are wide spread, with and without permission of people, thus causing a huge debate over privacy laws.  If a GPS takes traffic photos of people running stop lights, then this is trying to catch people in unlawful acts, and at the same time, this is protecting others while driving. This makes sense, however, these same kinds of cameras can view other activities in the area of people then it invades the privacy acts.  Overall, all cameras, including webcams, should be used to provide a safe, protective, and orderly environment thus the purpose stands; if not, then it is a crime and should be punished in a court of law. Civil charges should be brought against the person or people who recorded these unlawful viewings.
